Tony Blair had been elected on a slogan of education, education, education and in 1998 his government introduced the School Standards and Framework Act. The act put a limit of 30 on infant class sizes, abolished grant maintained schools and, among many other things, stated that each pupil who was at a community, foundation or voluntary school should on each school day take part in an act of collective worship, mainly of a broadly Christian character. It also introduced some rules about selecting pupils for certain schools and allowing parents to object if they disliked decisions made.
